2004 MINISTRY
FOR THE ARTS CULTURAL GRANTS ANNOUNCED
The NSW Ministry for the Arts has announced more than $15.2 million in
cultural grants for New South Wales in 2004, including $7.6 million for
rural areas of the state. Highlights include over $330,000 from Performing
Arts Touring Fund for Arts on Tour for tours of a number of shows; $12,000
for The Australian Youth Orchestra's Concert Artists program in Grafton
& Coffs Harbour; $100,000 for the construction of the Albury Regional
Museum; $10,000 for Broken Hill City Art Gallery's 100th Anniversary Show.
Not to mention general running costs for regional galleries, museums and
writers' centres; $85,000 in triennial funding for each Regional Arts
Development Officer's position and program and much, much more. The full

A NEW CULTURAL
PARTNERSHIP IN REGIONAL AUSTRALIA
On 3 December Deputy Prime Minister, the Hon John Anderson MP, launched
the Regional Cultural Alliance, an industry led initiative aimed at giving
a voice to the arts and cultural sectors in regional Australia. Five national
peak bodies whose work touches the lives of the vast majority of the 6.7m+
people living and working in regional, rural and remote Australia have
joined forces including: Museums Australia, Regional Arts Australia, the
Australian Council of National Trusts, the Australian Libraries and Information
Association and the Federation of Australian Historical Societies. For

SIX MORE TOURS
WITH ADDITIONAL FUNDS FROM PLAYING AUSTRALIA
Funding of $614,101 for six additional Playing Australia tours was announced
by the Minister for the Arts and Sport, Senator Rod Kemp on 10 December.
The announcement follows strong lobbying from the performing arts touring
sector after only 13 touring shows were funded in the October round, compared
with 26 at the same time last year. 'The recent round was one of the most
competitive in the history of the program, with almost $5.5 million being
sought,' said Senator Kemp. 'The Australian Government considers Playing
Australia a very successful program which has escalated demand for funding
of touring productions from both performing arts venues and companies.
For this reason additional funding has been provided for some tours that
are in strong demand in regional and remote venues.'
The six new grants
are:
- Australian
Presenters Group $300,000 for a tour of A Midsummer Night's Dream
by the Bell Shakespeare Company (NSW) to 26 venues in Qld, Vic, WA,
NT and NSW.
- Australian
Presenters Group $80,000 for a tour of Shadow of the Eagle
by Perth Theatre Company (WA) to 15 venues in ACT, Vic, NSW, Qld, NT
and WA.
- Kite Theatre
$137,510 for a tour of Binni's Backyard by Kite Theatre (QLD)
to 17 remote communities in Qld and ten venues in WA and Vic.
- Marguerite
Pepper Productions $44,933 for a tour of The Dog Logs - Monologues
by Dogs to 20 venues in NSW, Qld, Vic and WA.
- Melbourne International
Comedy Festival $45,000 for a tour of The Comedy Festival Roadshow
by Melbourne International Comedy Festival (Vic) to 66 predominantly
regional centres, in all states and territories.
- Tasmanian Regional
Arts $6,658 for a tour of All that Glitters by Sticky Planet
(Vic)
to six venues in Tas.
$39 MILLION FOR
VISUAL ARTS AND CRAFT SECTOR
An additional $39 million will be distributed across the visual arts and
craft sector over four years under the Visual Arts and Craft Strategy
announced on 9 December. A joint Federal, State and Territory response
to the Contemporary Visual Arts and Crafts Inquiry conducted by Rupert
Myer last year, the funding represents a 33% increase in funding to the
sector, and a significant acknowledgement of its importance to the nation,
both economically and creatively. Plans are already in place to distribute
funding in four key areas: support for infrastructure, expanding the market,
support for individual artists and support for Indigenous art and craft.

- RAA NATIONAL CONFERENCE BROCHURE NOW AVAILABLE
Based on that other great regional Australian meeting place "The
Show", the 2004 Regional Arts Australia national conference will
take place in and around Horsham, Victoria's showgrounds from 21-24 October
2004. Meeting Place will be something bold, special and new on Australia's
cultural landscape with delegates expected to think, immerse in and contribute
to, not just a conference, but an arts experience over three heady days.

NEW CODE OF PRACTICE
FOR ARTISTS AND GALLERY OWNERS
Three key bodies of the visual arts and craft sector have endorsed a code
of practice to facilitate stronger professional relationships between
artists and commercial gallery owners in Australia. The Code of Practice
for Australian Commercial Galleries and the Artists They Represent
is a best practice guide to the establishment of successful professional
relationships between artists and commercial gallery owners in Australia.
The set of guidelines detail recommended protocols, such as contractual
agreements and commission arrangements, and outline the principal services
performed by both a commercial gallery to the artist it represents and
the artist's obligations to the gallery. The landmark document is endorsed
by the National Association for the Visual Arts (NAVA), the Australian
Commercial Galleries Association (ACGA) and the Australia Council for

NATIONAL VOLUNTEER
AWARDS- REGIONAL NSW WINNERS
The 2003 national category winners in the National Volunteer Awards were
presented on Friday 5 December in Sydney, with each winning group receiving
$10,000 for their organisation's activities. Regional NSW winners included
the Cootamundra Amateur Dramatic Arts Society Inc (CADAS Kids); Youth
Off The Streets and the Nimmitabel Show. The Nimmitabel Show Society established
the 'Back to Nimitybelle' committee in 2002 in an effort to help revitalise
their town of 240. In conjunction with its Centenary Show, the committee
organised a 'Back to Nimitybelle' festival weekend, which helped to raise
the profile of the town, re-build pride amongst residents and showcase
its history, achievements, products and business potential. Over 150 people
volunteered their time and the festival and show were a huge success.
Over 2,500 people visited the town during the weekend and morale and confidence
among residents significantly improved.
SOUTHERN TABLELANDS
RADO RESIGNS
After two and half years' as RADO for the Southern Tablelands, Lizz Murphy
has resigned. Lizz has become known throughout the region for her tireless
work encouraging and supporting arts activities in communities across
the region. She will be leaving in January. The position of Southern Tablelands
RADO has been advertised, with applications closing 12 January 2004. For

REGIONAL ARTS
VICTORIA DIRECTOR RESIGNS
After six years at the helm, Peter Matthews will be leaving Regional Arts
Victoria in April 2004 to take up an appointment as Professor of Creative
Arts and Head, Arts Academy at the University of Ballarat. Peter has overseen
RAV through a period of vigorous growth, overseeing several major projects,
a revitalized schools touring program and an increase in affiliated
groups from around 60 to almost 90. In the last six years RAV has strengthened
its relationships with federal, state and local governments; reviewed
its governance; built strong partnerships with other cultural organisations;
recruited an outstanding staff and improved its balance sheet six
fold. Peter has left a robust legacy and a great platform for the future.
RAV has many exciting projects coming up, particularly the presentation
of Meeting Place, the National Regional Arts Conference in Horsham

AUDIENCE DEVELOPMENT
WORKSHOP FOR REGIONAL GALLERIES AND MUSEUMS
27 February, Powerhouse Museum, Sydney
Open to community and regional museums, and regional galleries in NSW,
this workshop will include practical demonstrations on how to design an
audience questionnaire and how to use Excel to code and collate the results.
Following the workshop, an ongoing project will assist those who are interested
in implementing the skills they have learnt. Data will be collected by
each participating organisation during the succeeding months, and with
the assistance from the Evaluation and Research Departments of both the
Powerhouse Museum and the Australian Museum, each venue will interpret

CCD ONLINE DIPLOMA
2004
Community Cultural Development NSW is now ready for enrolments for the
fully accredited Online Diploma in Community Cultural Development. This
new CCD course provides participants with the competencies needed to work
in community cultural development at a project and program management
level. In particular it is designed for arts workers, organisers and artists
as well as people working in fields allied to community cultural development,
environment, health, youth work, arts organisations, Aboriginal organisations
and migrant organisations. This year the Diploma will run from March 20
to October 31 and five modules are offered:

camping under the stars in the tranquil Rollands Plains, 40 minutes north
of Port Macquarie. The week includes presentations from Indigenous philosophers
and teachers and allows lots of time for sitting around a campfire and
sharing your views on culture, spirituality and sustaining ourselves.
People of all ages and cultural backgrounds have gathered each year in
this relaxing and friendly environment to learn, laugh and grow with the
oldest living culture in the world. Two presentations will be given each
day by prominent Indigenous philosophers and teachers. In addition to
presentations are daily cultural workshops providing a fun, practical
experience of various cultural activities. This year will also include

DIRECTORY TENDERS
Orana Arts Steering Committee together with the Regional Arts Development
Officer (RADO) is working towards developing the infrastructure for launching
the first Regional Arts Board (RAB) in the Orana Region. The region consists
of the five council areas of Dubbo, Gilgandra, Coolah, Narromine and Coonabarabran.
Orana Arts has identified the establishment of a cultural directory as
a key priority towards achieving this goal in the short term. A formal
launch of the RAB is planned for May 2004 with a new logo, strategic plan,
constitution and full incorporation. During the launch the new board wishes
to present the first Orana Cultural Directory; a resource that will provide
information to community groups and individuals for cultural related services,
products and key community group/individual contacts. The Orana Arts Steering
Committee is calling for tenders to compile the first Orana Arts Cultural

COUNTRY ARTS SUPPORT
PROGRAM 2004
The new Guidelines and Application Forms for the 2004 Country Arts Support
Program (CASP) are now available online. CASP is a vital program that
delivers small grants to arts and community organisations, Regional Arts
Boards and local arts councils in regional NSW for short term, locally
initiated projects. In 2004, a total pool of $200,000 is available. Funding
from the program is to be directed towards artists' fees, travel and accommodation
and should fall within the following ranges:
- $300 to $1,500
for workshops (higher for workshops combined with performances)
- $300 to $1,000
for performances (possibly on a guarantee-against-loss basis)
- $300 to $2,000
for artists-in-residence, public art projects & exhibitions
- $500 to $3,000
for arts activities as part of community festivals or events

HILL END ARTISTS
IN RESIDENCE PROGRAM
The Hill End Artist in Residence Program aims to provide an opportunity
for creative development in all areas of the visual arts in the unique
environment Hill End and this region offers while contributing to the
long term cultural development and sustainability of the town. The Residency
Program is based in Haefligers' Cottage and Studio and Murray's Cottage
at Hill End. The program is managed by Bathurst Regional Art Gallery in
partnership with the NSW National Parks & Wildlife Service. Artists

LUCERNE FESTIVAL
ACADEMY
The Lucerne Festival Academy in Switzerland, under the artistic direction
of Pierre Boulez, is a unique and progressive cultural institution devoted
to teaching and promoting highly talented young musicians in the field
of 20th and 21st Century music. Its main focus falls on the Academy Orchestra,
which gathers 120 scholarship students. Pierre Boulez will also hold a
conducting master class and Maurizio Pollini will head a piano master

STA TRAVEL TRUST
GRANT
This grant provides funds for individuals and groups to enable international
travel with the purpose of 'developing peace, tolerance and understanding'
through this travel. Grants will be awarded based on merit, pursuance
of objectives of commitment to the values of the STA Trust, and the quality
of the submission. STA will provide funds for your airfare and ask that
the knowledge, wisdom and insight you gain be shared. The money and resources
will be distributed by way of full and partial sponsorships. Recipients
will be expected to provide a detailed report of their experiences, speak
at an STA Travel seminar, and be willing to participate in media interviews.

This research grant program funds a wide variety of research in Australian
Indigenous studies such as history (including family and community history),
politics, law, public policy, health (social, cultural and environmental
aspects), biological sciences, education, linguistics, social anthropology,
archaeology and the arts. Applications in the special emphasis categories
of 'Land and Resource Management' and 'Indigenous Organisations, Governance

CONTEMPORARY MUSIC
TOURING PROGRAM GRANT
This grant, through the Department of Communications, Information Technology
and the Arts, aims to develop viable touring opportunities for the Australian
contemporary music sector. The objectives of the program are to increase
audience access to live Australian contemporary music, particularly in
regional Australia; increase performances of contemporary music by Australian
musicians for Australian audiences; and increase commercial opportunities
for Australian musicians through tours of live performances.Proposals
are sought from professionals in the Australian music industry - presenters,
agents, music networks, performance, venues and music organisations -

THE IAN POTTER
CULTURAL TRUST GRANTS
This grant aims to promote literature, the visual arts, film, radio, Aboriginal
and Torres Strait Islander arts, music, crafts, video, community arts,
the Performing Arts, design, television and moveable cultural heritage.
Grants to a maximum of $5,000 are provided to individuals for the support
of: Aboriginal and Torres Strait Islander art; community arts; conservation
and moveable cultural heritage; crafts; design; literature; music; performing
arts; radio, film, television and video; and visual arts. Cultural Trust
grants assist people to undertake a program of international study, or
another form of career development. The vast majority of applicants seek
funding for travel costs; however a small number of grants are made for

CHILDREN GRANTS
The Financial Markets Foundation for Children aims to fund and promote
research and programs that are designed specifically to improve the health,
welfare and well-being of Australian children. Each year the Foundation
goes through a grant process, requesting applications from organisations
who are seeking support to implement programs which directly assist the
children of Australia. Applications are reviewed by a Committee of doctors

ART AWARDS
The Cowra Festival Art Awards incorporate the Calleen Acquisition Award
of $5000, a Local Artist Award of $500 and three Awards of Merit of
$1000. Eligible works can embrace any 2D medium and 3D in ceramics and

AUSTRALIA NATIONAL TRUST HERITAGE AWARDS
Energy Australia and the National Trust invite award entries for the
11th annual Heritage Awards. The Awards are one of the signature events
of the National Trust Heritage Festival held in NSW from Saturday April
24 Sunday May 2 2004, themed Foundations of Tomorrow in the Year
of the Built Environment. Applicants need to have completed a project
in 2003 within NSW that relates to conserving Australia's heritage.
Award categories include: Conservation Built Heritage, Landscape Heritage,
Conservation Management Plans, Adaptive Re-Use, Development, Cultural
Heritage, Interpretation and Presentation, Tourism, Media, Education
or Energy Management. Applicants must also be a current financial member
or affiliated member of the National Trust (or join to become one) to

FAST BOOKS PRIZE
A prize of $500 is being awarded to the best book self-published between
1 September 2003 and 30 August 2004 by an Australian writer in
each of the following categories: fiction; poetry; autobiography/memoir/family
history; children's/young adult; non-fiction general; and history/local
history. Each prize-winner will receive $500 and a trophy containing

EXPLORING THE HUNTER RIVER AND ITS PEOPLE

In the International Year of Freshwater, 1233 ABC Newcastle reporter Phil
Ashley-Brown began exploring one of the greatest sources of life in the
region - the magnificent Hunter River. He took listeners on a journey
of discovery from its source high in the Barrington Tops down the floodplains
to its end in Newcastle Harbour. Phil interviewed the people who live
and work by, and on, the river and recorded their fabulous stories. There
was fantastic public response to this radio series and a double CD with
21 of the best stories has been produced - RIVER STORIES: Exploring The
Hunter River and Its People. It will be available from ABC Shops and Centres
