THE 7TH BITING
DOG THEATRE FESTIVAL SHOWCASE

Hundreds of
young performers have been busy preparing their entries for this
annual showcase event at the Butter Factory. Each starts with a
neutral script, which this year has been commissioned from well
known Australian playwright Verity Laughton. With wildly varying
decisions made about context, character, intention, genre and style,
the result is a fascinating and most entertaining night at the theatre.
Three performances per night over six nights. Biting Dog is a major
regional arts event providing a unique opportunity develop the stagecraft
and performance skills of young people as well as a great night

FINDING THE WRITE
STUFF - INSPIRING STORYTELLING IN THE MUSEUM
27 March, Nyngan
Tales of
important issues in the life and survival of outback people leave an endearing
record for reflection and celebration. This workshop will bring writers,
storytellers and people documenting outback community heritage together
to explore the most engaging ways to present stories in museums. Learn
practical techniques for unearthing those special community stories using
objects, oral history, collections and sites. Charlie Trindall (writer
and storyteller) and Barbara Moritz (Lightning Ridge Historical Society)
will discuss projects which have produced stories of personal significance
to be enjoyed by the community. Presented by the Museums and Galleries

FOUR WINDS EASTER
MUSIC FESTIVAL
10 - 11 April, Bermagui

A unique experience
in a magical site - a natural open air amphitheatre 10km south of
beautiful Bermagui. Musicians, winds and birds all contribute to
a very special outdoor festival featuring leading Australian musicians.
Now in its twelfth year, the program includes fine classical and
contemporary works from diverse traditions. Good food, wine and
a festival feast add to the convivial atmosphere. Four Winds has
invited some very promising young players to perform this year,

very exciting well established performers. The program includes baroque
chamber music, works by Ravel and Beethoven for string quartet, works
for piano by Brahms, Beethoven and Liszt as well as music of Japan,

AUSTRALIA'S ONLY
YOUTH DANCE FESTVAL
10 - 15 April, Armidale

Young dancers
aged 12 to 25 from around the country are invited to come and experience
the nation's only youth-specific dance festival - an intensive week
of classes, performances, dance-making and forums with some of Australia's
most famous dancers and choreographers. The emphasis is on creative
development for all skill levels. In addition to dancing, the project
will include discussion, workshops in storytelling, performance
making and Indigenous protocol. Registration fees are $150 for students,
$200 for Ausdance members, and $250 for non-members. Hurry!

THE FLOOD

not-to-be-missed, one-off, outdoor spectacular, with live music,
original songs, massed drums, choirs, broadcasts of weather reports
and river heights, personal histories of the '74 flood, a frog's
chorus, the SES and, of course, Noah's Ark. All taking place through
the streets of Lismore and completely free (but no guarantees you
won't get wet!). Directed by Patrick Nolan and written by Janis
Balodis, with music by local composer Michael Hannan, The Flood
is partly

a street-party, but wholly a celebration of community and how this
community re-discovers its heart and pulls together in the face of

RESTORED ART DECO
THEATRE OPENING IN BINGARA + CINEMA FORUM
28 - 30 May, Bingara (150km north of Tamworth)
After several years of refurbishment work, as part of an ongoing program
in NSW to improve access to cinema and film for regional and rural communities,
the newly restored Roxy Theatre in Bingara will be officially opened on
Saturday 29 May for film screenings, live theatre and other community
activities. As part of a special weekend of celebrations, on Friday 28
May the NSW Film and Television Office is coordinating a mini regional
cinema forum, in the spirit of their highly successful Flicks in the
Sticks workshop series. There will be presentations from 4 very different
local community cinema projects in Gunnedah, Narrabri, Tenterfield and
Nundle, concluding with drinks, a BBQ and a special screening of the multi-award

COUNCIL AMALGAMATIONS
ROCK THE REGIONS
Regional Arts boards across the State will have to wait at least three
months to know the full effects of a wave of regional council amalgamations
announced in the past five weeks. Twenty five regional councils have either
been dissolved or had their elections postponed until later this year
as they undergo mergers, and the Government has refused to rule out further
amalgamations after this Saturday's poll. [more]

NSW AUDIENCE RESEARCH PROJECT - PILOT HAPPENING NOW
Right now
and until April, an Audience Research questionnaire is being trialed at
Goulburn Regional Gallery and at Co-Opera performances of Pagliacci
across NSW. A number of arts organisations have come on board to work
together with Regional Arts NSW, Canberra Arts Marketing and the University
of Technology, Sydney in a groundbreaking collaborative research project
to find out who goes to the arts in regional NSW. [more]

NEW RADO
FOR THE SOUTHERN TABLELANDS STARTING ON MONDAY
Elizabeth Brown will be taking up the reins as Regional Arts Development
Officer (RADO) for the Southern Tablelands in Goulburn on Monday
29th March. Elizabeth comes from Cairns, where she has most recently
held the position of Arts and Cultural Planning and Development
Officer for Cairns City Council. Elizabeth has considerable experience
in arts project management, community development and administration.
Elizabeth has a Bachelor's degree in Leisure Managermand and is
currently studying for her Masters in Media and Cultural Policy.Elizabeth

NEW DIRECTOR FOR
REGIONAL ARTS VICTORIA
Lindy Bartholomew is the new Chief Executive Officer of RAV. She is
currently with the Melbourne Theatre Company and will take up her new
position in mid April. Lindy has extensive experience with the arts and
the arts community in Victoria both as an arts manager and as an artist.
She brings experience in event and festival management and an understanding
of the current political and corporate environment in the state. Lindy
will be well placed to use her skills and vision to lead RAV towards and
beyond the biennial Meeting Place conference in Horsham, Victoria from
21-24 October 2004. (see below).

THIRTY - AND THEY'RE CELEBRATING!

The ArtsOutwest AGM this year combines a 30th Anniversary celebration
as well as the launch of the new Arts
OutWest website (see Resources section for details). Guest Speakers
include international artist Gabriella Hegyes, well-known for her work
in Orange and Bathurst TAFEs, who has been involved in public and community
art projects in the central west region over the past few years. The event
also features a public piano concert featuring international pianist Elena
Day-Hakker, playing works of Chopin, Rachmaninov, Tchaikovsky and others.

WINS PRESTIGIOUS BELL SHAKESPEARE SCHOLARSHIP
Benjamin Cooper from Bathurst NSW has received a prestigious Bell Shakespeare
Scholarship for Dramatic Performance. The scholarship involves an intensive
week of workshops, rehearsals and presentations with John Bell and the
Bell Shakespeare Ensemble in rehearsal for The Servant of Two Masters.
As organisers of the scholarship commented, 'so often people in the city
take for granted the daily opportunities we have to pursue our interests.
For kids in the country it's not as easy so it's important for corporate
Australia to get behind organisations like Bell Shakespeare so we can
make these types of opportunities more accessible'.

DANCES OF ECSTASY

Last year's Dances of Ecstasy film and dance party event was one of the
sell-out highlights of Byron Shire's cultural calendar. Filmmakers Michelle
Mahrer and Nicole Ma travelled to traditional and modern day rituals to
discover the altered state which people seek through dance. Dances of
Ecstasy features a wild range of rituals - Whirling Dervishes from Turkey,
Orisha priestesses from Nigeria and Brazil, and shamanic healers from
the Kalahari and Korea. The command repeat event will commence with a
screening of the 60 minute film with 'sensurround' sound, followed by
an Ecstatic Dance Party with special guest DJ Gemma (WOMADelaide, Big
Day Out), local DJ Booth, ecstatic dance goddess Antara and other surprises.

BY STEALTH? - A SEMINAR ON THE ABC AND THE ARTS

Organised by Currency House, in association with Liz Jacka and Martin
Harrison of UTS, Arts By Stealth is a free half-day seminar aimed at encouraging
productive discussion on how the ABC should be dealing with the arts.
The ABC has recently made a number of cutbacks on its arts programming,
staff, and arts content including the abolition of The Listening Room
program, and a freeze on the ABC's online arts site The Space. The seminar
will consist of the following three sessions and speakers:

This is an intensive 3 day camp led by Jean-Paul Bell and Ira Seidenstein,
held some 20 mins from Lismore and 50 mins from Byron Bay. The mime/clown
class with Jean-Paul Bell will concentrate on the basic Decroux Technique
of economy of movement and a clean approach to communicating through facial
expression and gesture. Jean-Paul will also be exploring the universality
of what makes the world laugh at the antics of the clown. Ira Seidenstein's
clown workshop focuses on expert timing techniques, traditional clown

ABORIGINAL PHILOSOPHY
WEEK 2004
12 - 17 April, Rollands Plains near Port Macquarie
Philosophy Week gives you the opportunity to spend five days and nights
camping under the stars. The week includes presentations from Indigenous
philosophers and teachers and allows lots of time for sitting around a
campfire and sharing your views on culture, spirituality and sustaining
ourselves. People of all ages and cultural backgrounds have gathered each
year in this relaxing and friendly environment to learn, laugh and grow
with the oldest living culture in the world. Two presentations will be
given each day by prominent Indigenous philosophers and teachers. In addition
to presentations are daily cultural workshops providing a fun, practical
experience of various cultural activities. This year will also include
a children's program providing fun, hands-on learning experiences of traditional
culture for children of all ages. Philosophy Week 2004 is strictly limited

SCULPTURE BY THE
SEA PROPOSALS SOUGHT
Sculpture by the Sea is a free public exhibition of over 100 sculptures
from across the world and in all materials and forms to be staged along
Sydney's 2km Bondi to Tamarama coastal walk from 28 October - 14 November
2004. With an estimated 300,000 visitors over 3 weeks, the exhibition
is the most popular sculpture exhibition in the world. Sculpture sales
in 2003 exceeded $440,000 with artist's prizes, subsidies and material
sponsorship in excess of $100,000 including the NSW Ministry for the Arts
Regional Artist's Subsidy providing up to $500 for transport and
materials to NSW regional artists. Artists are invited to submit proposals
or completed works for pre-selection. The second annual Sculpture by the
Sea Symposium will be held at the Art Gallery of NSW in Sydney on 29 October.

The NWTC, based at the Roxy Theatre in Bingara, is into its third year
as a regional performing and promoting company in northern NSW. They aim
to produce two or three productions per year with a policy of employing

ARTS FELLOWSHIP
Indigenous artists working across all art forms are invited to apply for
this $15,000 grant from the NSW Ministry for the Arts and Sydney City
Council to assist in the development of an Indigenous artist's career
in the arts. It is expected that the specific project put forward by the
applicant will result in artistic work of significant quality and be of

HISTORY FELLOWSHIP
A grant of $20,000 to assist a person living in New South Wales to research
and produce a work on a subject of historical interest relating to New
South Wales from an Aboriginal point of view. Administered by the History
Council of New South Wales. Applicants may be independent historians,
or historians working in conjunction with Indigenous communities, and
are required to demonstrate that their project will add to, or bring fresh
perspectives to bear upon, their nominated subject. They should also demonstrate
that the project will benefit their experience and development as an historian,

opportunities for the development of young people aged 12-25 years. The
focus is on initiatives that result in meaningful change for young people.

GRANT FOR NSW ARTISTS
Grants to assist professional visual artists and craftspeople to effectively
market their work throughout NSW, interstate and overseas. Funds have
been made available by the NSW Ministry for the Arts to encourage visual
artists in NSW to undertake creative and cost-effective marketing initiatives
and campaigns. Funds are to assist directly with the costs associated
with the development and implementation of a Marketing Plan. Indigenous
artists and artists from Non-English Speaking Backgrounds are encouraged
to apply. Grants up to $1,000 ($1,100 inc GST) are available to individuals
and grants up to $2,000 ($2,200 inc GST) are available to groups. Contact

Grants to assist with the costs of public presentation of visual arts,
craft and design. This can include, but is not limited to framing, media

JUNIOR LANDCARE
GRANTS PROGRAM
This is an environmental education program that has to-date contributed
$200,000 to more than 340 environmental projects. Applications are invited
from schools and youth groups for its next funding round. Grants of up
to $500 are offered and are more likely to be successful if: they involve
the school community or broader local community; have determined educational
outcomes with an environmental focus; are well-planned and documented;
link with a community Landcare group; and are student-oriented and allow
maximum student involvement. Past projects have included revegetation,
habitat restoration, waste and recycling campaigns and land and water

MAFIA
DOCUMENTARY AWARDS
The Music and Film Independent Artists third annual Documentary Awards
will be showcasing this year's selection of creative, original documentaries
from Australian and international independent film-makers. MAFIA Documentary
Awards and Sound Awards have successfully boosted the careers and confidence
of emerging independent artists. This year's documentaries will be judged
by a panel from the film and television industry, and three major prizes
will be allocated for best documentary, most original documentary and

ABORIGINAL & TORRES STRAIT ISLANDER ART AWARD
The premier Indigenous event on the national arts calendar with $56,000
worth of prize money and attracting a broad range of artistic talent.
Up to 150 works are selected for the exhibition out of approximately
500 entries received from all parts of the country. This survey exhibition
showcases up-to-date-developments in contemporary Aboriginal & Torres
Strait Islander art, with its diversity of themes, styles and media,
including paintings, sculpture, fibre, ceramics, glass, prints, photography

Identifying the best of last year's new works, performances and achievements
in the field of Australian Music. There will be ten awards, for six

of education in Australian music; best long-term contribution; and best
contribution from a regionally-based organisation or individual for

LOCAL GOVERNMENT
CULTURAL AWARDS
New awards from the Local Government and Local Shires Associations to
recognise best practice management and innovation in cultural development
within councils. The awards were developed to acknowledge the leadership
role local government has in cultural development and are offered on
the themes of cultural infrastructure, cultural policy and planning,
library and information services, cultural industries, Aboriginal cultural

TWIN TOWNS ART
PRIZE
Twins Towns Services Club, Tweed Shire Council and the NSW Ministry
for the arts are offering a total of $10,000 prize money to residents
of the Northern Rivers and Gold Coast City regions (incorporating postcodes

in any media. First prize (acquisitive) is $5,000, second is $3,000

SCULPTURE AWARD AND EXHIBITION
The inaugural University of Western Sydney Acquisitive Sculpture Award

NAKED WITH JOY
- OLYMPIC ART PRIZE
Artists are invited to submit work for forthcoming community art exhibition
organised by Deffo Publishing to commemorate the Sydney 2000 Olympics.
Scheduled to coincide with the 2004 Athens Olympics, Naked With Joy's
aim is to promote original, exciting, confrontational retellings of
the Sydney Olympic myth. The exhibition will run from 14 -22 August
2004 at the TAP Gallery in Darlinghurst. Deffo Publishing is offering

HENRY MAYER
MEDIA PRIZE
The Henry Mayer Media Prize was established in 1991 to honour Professor
Mayer's lifelong contribution to the study of politics and the media,
with a particular interest in the history and politics of indigenous
people. In his will he explicitly expressed the wish to encourage the
First People in their struggle for self-determination. The Henry Mayer
Trust is awarding a prize of $1,000 to the most promising Indigenous

YOUTH CONCERTO COMPETITION
Established in 1976 by John Curro, the National Youth Concerto Competition
(NYCC) is the most important competition of its kind in Australia for
string soloists aged up to 17 years. Previous winners include the Australian
Chamber Orchestra's Director and Concertmaster Richard Tognetti (1980),
Assistant Leader Zoe Black (1989) and London based cellist Li Wei Qin
(1993). Three finalists will be selected travel to Brisbane to perform
a concerto in a concert with the Queensland Youth Symphony. Each also
performs a public recital at the Queensland Conservatorium. Three other
applicants will participate in Finals Week by performing up to five
