The Four Winds Festival is one
of regional Australia's best classical music festivals. Staged over Easter in
a delightful amphitheatre south of Bermagui, it offers a weekend of sublime music
in idyllic surroundings. The Barnstorming Tour is a new community outreach program
of the festival. The Sculthorpe String Quartet and virtuoso didjeridu player William
Barton will present a program of works for strings and didjeridu, including three
low cost public performances (dates above) and a very full free schools program.

ENCHANTED RIVER REFLECTIONS 2006

A special annual party celebrating the Murray River. Enter the magnificent Welcome
Gate at Noreuil Park from 4.30pm and step back to a time when we celebrated as
a community on a regular basis. The Enchanted River Reflections space will be
decorated by local artists, with individually designed art works, decorative screen
panels and specially made ephemeral sculptures installed around the site and along
river banks. At dusk a joyous procession of lanterns, musicians and performers
will commence and a big celebratory bonfire will be lit. A fanfare will announce

SHIELDS BY SHARON MUIR

Inspired by her concern about
our diminishing natural world, this latest body of works on paper by artist Sharon
Muir explores shields as protective devices for biodiversity. Each shield represents
an endangered flora or fauna species of the Caldera region of northern New South
Wales, which has one of the highest concentrations of endangered species in Australia.
The works in the series are directly influenced by the characteristics of these
native species, which include Minyong Quandong, Giant Dragonfly and Fleay's Barred
Frog and Davidson's Plum. Pictured is Flora Shield - Landy Tankarville's Swamp

It's opera as you've never experienced it before: under a blaze of stars and in
a paddock. This year's Opera in the Paddock will be held at Mimosa, a sheep and
grain property near Delungra, about 25kms west of Inverell. In honour of Mozart's
250th birthday, the 2006 program will focus on the music of the great composer,
with selections from The Magic Flute and other Mozart operas; and include
Donizetti's Don Pasquale; selections from Gilbert and Sullivan operas;
and various musicals. Artists include: soprano Peta Blyth, tenor David Hamilton;
baritone Shaun Brown; bass David Hibbard and pianist David Miller. A wind quintet

NATIONAL FIDDLE FESTIVAL

It's happening again down in the Hawkesbury Valley ... a couple of thousand music
lovers and fiddlers will congregate to celebrate the 6th Hawkesbury National Fiddle
Festival this April. A multi-genre, multi-cultural event, the festival continues

STATE
& LOCAL GOVERNMENTS SIGN CULTURAL ACCORD 3
The NSW Ministry for the Arts and the Local Government & Shires
Associations of NSW (LGSA) have signed a new three year partnership for the development
of arts and culture at a local level. The third Cultural Accord, to operate until
2008, will maintain and enhance the working partnership between State and Local
Governments. The Accord includes agreements on piloting a new, streamlined arts
and cultural funding program for local government authorities; greater integration
of cultural facilities such as libraries, museums and art galleries; cultural
development policy and contemporary Indigenous cultural development. The Accord
was signed by the Minister for the Arts, Bob Debus and the Presidents of the Local
Government and Shires Associations of NSW, Genia McCaffery and Cr Col Sullivan

NEW TOURING THEATRE INITIATIVE FOR NSW
Regional New South Wales audiences can expect to see more theatre
productions in 2007 thanks to a new touring initiative of Darlinghurst Theatre
Company. The aptly titled 'Critical Stages' is a new program which aims to create
easier access for regional theatre presenters to high quality, smaller scale productions
suitable to tour to their venue - providing shows which are at once outstanding,
affordable and audience accessible. Six proven productions have been slated for
an initial touring season in 2007 and Critical Stages staff will work with presenters
and producers to get the 'right fit' of shows for venues, offering frank, open
and clear advice regarding shows and their suitability.

AUSTRALIA NEED A CULTURAL POLICY?
Economics Professor, David Throsby says he believes the number crunching to justify
government spending on culture has gone too far and invites Australians from all
walks of life to participate in a serious debate about the place of culture in
Australian life. His essay, 'Does Australia Need A Cultural Policy?' has been
causing a stir since its launch in Sydney on 2 February. Culture, writes David
Throsby, refers to beliefs and values that bind us together. If we know what our
culture is, why would we need a cultural policy? John Howard has declared that
"as a nation were over all that identity stuff
we know who we
are," but Professor Throsby argues that radical cultural change has been
brought about by deregulation, immigration, globalisation and the war on
terror and a cultural policy would be a powerful tool with which to show
what we really value about being Australian. Find

The NSW Ministry for the Arts has announced its cultural grants for 2006. Access

NEW INDIGENOUS OFFICER AT MINISTRY FOR THE ARTS
Peter White has been appointed Indigenous Cultural Development Officer at the
NSW Ministry for the Arts. Peter replaces Gary Jones, who has resigned to take
up a lectureship in Aboriginal Studies and the Creative Arts at the Woolyungah

NSW GOVERNMENT AGENCIES TO AMALGAMATE
The NSW Ministry for the Arts will be merged into a new Department
of the Arts, Sport and Recreation under a plan announced by the NSW Premier, Morris
Iemma, last Thursday to merge fourteen Government agencies into two larger Departments
as part of the Government's plan to cut jobs and balance the State budget. The
Department of State and Regional Development will be expanded to include the Ministry
for Science and Medical Research and the Tourism Ministry and a new Department
of the Arts, Sport and Recreation will combine the functions of twelve existing
agencies including:
Department of Gaming and Racing
Sport and Recreation Division of the Department of Tourism, Sport and Recreation
as well as
NSW Ministry for the Arts
Australian Museum
Historic Houses Trust
Museum of Applied Arts & Sciences
State Library
Film and Television Office
State Records Authority
State Sports Centre Trust
Centennial Park and Moore Park Trust and
parts of the Heritage Office.
The timetable for the implementation of the changes will be announced in May.
More departmental mergers are also planned for the next two years
CALL FOR REGULATION OF ABORIGINAL ARTS MARKET
Australia is losing millions of dollars of tax income because of a lack of regulation
in the Aboriginal art market, according to an article by Kerrynne Liddle in the
Koori Mail on 15 February 2006. Ms Liddle interviewed a range of gallery
owners, arts administrators and Aboriginal advocates, all of whom have identified
an 'increasingly lawless' Aboriginal arts market. She says there is a clear demand
for a charter of artists' rights to govern behaviour in a market which, according
to Australian Bureau of Statistics figures, is worth some $36 million a year to
Australia's 500 commerical art galleries. Website www.koorimail.com.

RELEASES NEW COPYRIGHT TOOLKIT FOR INDIGENOUS ARTISTS
Bad practices and exploitation of Indigenous artists and art are targeted by new
a Copyright Information Kit and series of community workshops which have been
developed by Viscopy, the visual arts copyright collecting agency. The program
will include workshops on offer throughout Australia in 2006, explaining the services
provided by Viscopy and how assistance can be provided to Indigenous artists and

ENGLAND REGIONAL ART MUSEUM WILL SELL WORKS TO PAY OFF DEBT
The New England Regional Art Museum (NERAM) has a debt of almost $500,000 which
it must pay off by June, according to a report by ABC News Online. While there
are no plans sell parts of its iconic Hinton or Coventry art collections, a committee
is assessing works which it plans to sell to pay the debt. Business manager Gary
Slocombe told the ABC that NERAM has operated within its budget since the Armidale
Dumaresq council took control of it last year and he is confident the gallery

ABC'S HEYWIRE WINNERS ANNOUNCED
The ABC has announced
38 winners of its 2005 Heywire young regional and rural writers competition and
published their works online. Heywire features a wide range of personal stories
from a regional perspective. Some contributions describe the isolation of outback
Australia, while others reflect lives spent on larger towns. Some examine the
problems of the modern rural economy, but many are focused inward on family friends

ARTS NSW COMMITTED TO BEST PRACTICE IN GRANTMAKING
Regional Arts NSW grants manager, Annette Eassie, was in Melbourne
on 17 February when grantmakers from across Australia met for an inaugural Best
Practice in Grantmaking Conference presented by Our Community. A growing sense
of collegiality amongst grantmakers from all sectors in Australia was evident
at the conference in the high numbers of delegates and the long distances many
of them had travelled to attend. As the custodians of other people's funds, grantmakers
face constant challenges to ensure that distribution of funds is fair, transparent,
accountable and directed towards best outcomes for communities. Annette is pleased
to report that Regional Arts NSW grantmaking practices are on a par with current
national standards, and she has returned with new ideas and perspectives which
will assist in the ongoing development, management and delivery of the Regional
Arts NSW funding programs. Papers from the conference will be presented in the

Kellie Scott is the new Administration Officer for West Darling Arts out in the
far, (far) west of New South Wales, in Broken Hill. Kellie comes with thirteen
years experience in reception, public relations and office management in the areas
of law and accounting. She has diverse qualifications including office management
and an Associate Diploma in Biological Techniques. This is Kellie's first exposure
to the arts world says she is excited by the new role and learning the new dialect.
"I have begun to discover a previously hidden artistic culture both here
and throughout the state, and am keen to be part of the future awareness and promotion

FACING
AUSTRALIA: THE NATIONAL PHOTOGRAPHIC PORTRAIT PROJECT
Putting a face to the numbers and a face to the place ... Facing Australia is
an innovative photographic project designed to engage with remote, regional and
metropolitan communities and individuals through a creative community engagement
process. The project involves the creation of composite male and female portraits
based on current Australian Bureau of Statistics (ABS) census data. The data is
mined to establish the proportionate age and ethnic profile of a chosen community.
Individuals from that community are recruited and photographed and the images
are digitally layered to create composite portraits. Since 2002, when the project
began as The Face of Albury, twenty three composite faces have been created,
including the faces of Brisbane and Sydney. A number of other sites are currently

PUBLIC ARTS TRIBUTE TO FARMING FAMILIES
December -
January, Merriwa
A
stunning new series of public art works celebrating the contribution of farming
families to the Merriwa district has been created Hunter based artist Tricia Flanagan.
Tricia spent time with eleven families over December and January, gathering images,
sounds and materials for the works. The result is six talking letter boxes telling
the families' stories at the Merriwa Tourist Welcoming Centre and a series of
six postcards featuring portraits of the families with wiretexts entwined into
the properties' fences, to be distributed along the Golden Highway. The project
was facilitated by Arts Upper Hunter with Crops for Hunter, The Merriwa Tourist
Welcoming Centre and Elizabeth Fairweather, all of whom contributed ideas and
knowledge of the district and its farming industry. It is the first of four public
art residencies Tricia will undertake in the Upper Hunter with a grant from the
Regional Arts Fund. (Denman, Gloucester and Singleton projects will follow in
2006 and 2007).

The tribute to Merriwa's farming families will be launched by the Hon John Anderson
at the Merriwa Tourist Welcoming Centre's official opening at 10am on 4 March.

INHERITANCE BY BATHURST THEATRE COMPANY
August 2005
When
Bathurst Theatre Company (BTC) took its first step towards becoming a professional
theatre company last year they not only employed a professional director, Lyn
Lee, and set designer, Karl Shead, but they also cast an Aboriginal actor in a
play for the first time in their history. BTC's production of Hannie Rayson's
seminal rural family drama, Inheritance, about who gets the family home, starred
actor Lawrence Barlow, from Condobolin, in the lead role of Nugget Hamilton. To
get to rehearsals (and to the show) Mr Barlow had to make a ten hour journey each
week, but it was a unique opportunity for the actor, who described it as, "one
of the most important steps I've taken in building my career in the country".
Two months after the production people were still talking about the production,
which was staged with the assistance of the NSW Ministry for the Arts, Charles
Sturt University and the Regional Arts NSW Country Arts Support Program. Contact

SITE SPECIFIC ONE
April 2005, Mimosa Rocks National Park
A
two day 'response to site' workshop for twenty seven individual Bega Valley artists
who usually work alone. The project included an orientation to site-secific work
by John Reid from the Canberra School of Art and two days at Mimosa Rocks National
Park producing ephemeral and 2-D artworks, including minimal-impact sculptures,
photographs, sketches, plein-air paintings as well as gathering inspiration and
materials for studio work. A follow-up workshop with John Reid at the gallery
provided focus and advice for artists and plans were made for future events. A
South East Arts Regional project with funding from the Regional Arts NSW Country
Arts Support Program.

FARRROUT
Arts OutWest received funding from the Rural Education Fund through the Foundation
for Rural and Regional Renewal to run a small schools literacy program in central
and far western NSW last year. The result is a unique web-based literary phenomenon
called 'FaRRRout'. The project involved school children in a series of face-to-face
writing workshops with Bathurst-based author Paul Stafford. Participants in the
project wrote a series of stories during the three separate days of workshops.
Their stories have now been posted on a dedicated web-site and illustrated by

OCEAN DREAMING SURFBOARD ART PROJECT
July 2005, Mollymook

A
two day workshop for local youth with prominent local icon - Indigenous artist,
filmmaker and keen surfer, Tom Avery. Seven participants painted inspired designs
on their surfboards in a project that celebrated the local surf culture and an
appreciation of the local area. The project also brought people together from
the surf club, the youth group and the Aboriginal community. The workshop was
presented by Milton Ulladulla Apex Club as part of the Escape Artfest with funding
from the Regional Arts NSW Country Arts Support Program.

THE SPIRIT OF ARNHEM LAND

Walkley Award winning photographer, Penny Tweedie, forged strong relationships
with Aboriginal communities in Arnhem Land in the 1970s, where she worked for
three years to produce an intimate portrayal of Aboriginal life. Two decades later,
Tweedie was welcomed back by the families she first photographed. With their approval,

Works exploring personal and
cultural displacement by Jacqueline Sherry and Georgina Lampe. Georgina's works
are the result of her numerous journeys back to the New South Wales country town
of Coonamble where she grew up. Her photographs document a very personal reflection

CELEBRATIONS FOR THE CENTENARY OF THE McFARLANE BRIDGE
8 - 9 April 2006, Maclean
On Saturday 8 April a drinks reception will be held to launch the souvenir booklet
for the McFarlane Bridge in the Clarence Valley Council foyer in Maclean at 5.30pm.
The following day a spectacular parade, led by pipe bands, will depart Maclean
Post Office at 10.15am to march over the McFarlane Bridge, with the unveiling
of a commemorative plaque on Woodford Island at 11am. This will be followed by

Learn the basics of the traditional method of egg decoration using Polish designs
at this workshop led by Julie Aysom. The egg designs feature elements with religious

by a gallery an opportunity to exhibit at one of the largest annual art fairs

SBS INDEPENDENT DRAMA
SERIES - CALL FOR SCRIPTS
SBS Independent is calling for scripts for their ground-breaking new drama series
Marx And Venus, an innovative joint venture with ScreenWest. Marx And
Venus will be a series of short television situation dramas based around two
characters developed by Geoffrey Atherden of Mother and Son and Grassroots
fame. Marx And Venus will be shown five nights a week in primetime, and
each episode will be only five minutes long. SBS is looking for 25 scripts. Submissions
are open to everyone, professional and amateur. Successful writers will each receive
$2,000 for their script. Once the scripts are selected the entire series will
be produced by a WA production company and directed by WA resident directors.
Marx And Venus is scheduled to go to air early 2007. Information on character

NEW PRODUCTION FACILITY
An opportunity which has been established with the support of the NSW Government,
through a grant from the Area Assistance Scheme. Verandah Post Film members will
be given the chance to take a film idea to completion using HDV technology. The
facility includes a 3-chip HDV camera and an Apple Mac editing suite. It will
provide access for members to the facility through workshops, mentoring and short
