This October long weekend, a small, remote village in the middle of NSW will be reverberating with the sounds of country, bush and folk music. With continuous concerts on five stages, the wild and whacky - and ever popular - Nymagee Outback Music Festival, is now in its fourth year. An impressive array of works donated by artists with a connection to Broken Hill will be auctioned by Shapiro's in Sydney next week to raise funds for the completion of the new Broken Hill Regional Art Gallery. Edmund Capon, Director of the Art Gallery of NSW, will introduce the event, which will also be attended by the Hon Mr Frank Sartor, Minister Assisting the Premier on the Arts and the Hon Mr Peter Black, MP for the Murray Darling Basin. Up for sale are works by Pro Hart, Dick Watkins, David Aspden, George Gittoes, Ken Done, Andrew Sibley, Jack Absalom, Christopher Coventry, Ray Crooke, Idris Murphy, Sydney Ball, Lawrence Daws, Colin Lanceley and Gary Shinfield. The proceeds will go towards the development of 6 new exhibition spaces for the permanent collection of the gallery (the oldest regional gallery in NSW), a space for touring exhibitions and specialised gallery spaces for Indigenous artists and 3D works as well as a sculpture garden, library and public programs area. A hundred and fifty young people from across NSW are set to converge on Sydney's Luna Park next Friday to discuss their experiences organising drug and alcohol free entertainment. Young events organisers face issues like providing safe transport options, negotiating band contracts, coordinating promotion, organising security and public liability insurance. Step Up To the Mic is a chance to discuss the issues and get skilled up in event management workshops and to network with other young event organisers. REGIONAL ARTS FUND NOW OPEN FOR APPLICATIONS - INCLUDING 'QUICKS'
Regional Arts NSW is delighted to announce that applications are now open for funding under the Regional Arts Fund - one of the key funding sources for arts and cultural activities in regional, rural and remote communities. The core aim of the Fund, which is a national initiative of the Australian Government and delivered by Regional Arts NSW in this State, is to promote arts and cultural activities which deliver long term cultural, economic and social benefits; which promote partnerships and cultural networks and which provide skills development opportunities for people living in regional and remote areas. Funding is available for projects commencing from 1 January 2005 in the categories of New Initiatives, Partnerships and Residencies & Mentorships. In addition, from 1 October, a limited number of grants of up to $1,500 will also be available under the Quick Response Grants Program. Find out more on our website at www.regionalartsnsw.com.au.

$5.4 MILLION MORE FOR REGIONAL ARTS FUND
The Federal Minister for the Arts and Sport, Senator Rod Kemp, has announced an additional $5.4 million over the next four years for the Regional Arts Fund, taking the total funds to $16.1 million. The additional monies are attached to the employment of regional arts development officers; workshops, mentoring, professional training, conferences and other support for those working in regional arts organisation; and the delivery of Creative Volunteering - No Limits!, the national volunteer skills development program.

LABOR'S ARTS POLICY TARGETED AT REGIONAL AUSTRALIA
Senator Kate Lundy, Shadow Minister for the Arts, last Friday released Labor's National Cultural Policy, including a regional arts policy - 'Creative Opportunity: Regional Identity through the Arts' - which is aimed at strengthening the arts in the regions with two new programs - 'Regional Arts Network' and 'Celebrating Australia'. Regional Arts Network promises $18.2 million over three years to support:
A Regional Community Arts Fund - to build regional arts capacity, particularly in disadvantaged centres, through targeted support for existing volunteer efforts ($12.2 million over three years) and
Regional Cultural Strategies - to support regional centres, arts councils, local councils, educational institutions and 'Creative Cultural Development Boards' in arts mapping and cultural planning ($6 million over three years).
Celebrating Australia promises to expand access by rural, regional and remote Australians to performing arts, contemporary music and festivals by improving existing initiatives - Playing Australia ($18m), Australian Contemporary Music Touring ($900,000) and Festivals Australia ($3m) - and introducing a new initiative to address the existing gap in assistance for smaller community festivals and celebrations, 'Community Cultural Celebrations' ($1.5m). NEW $3 MILLION FUND TO EXPLORE LOCAL STRANDS OF NATIONAL STORIES
The Minister for the Environment and Heritage, Senator Ian Campbell, has announced a new $3 million fund to 'help tell the country's important national stories'. Described as "an opportunity to tease out the local strands of the national stories which connect us all," the new 'Sharing Australia's Stories' heritage grants program will assist communities to share their connections to the nation's great events and themes. Grants of between $5,000 and $50 000 are available for projects which will showcase Australia's distinctive national character - both natural and cultural. STATE & FEDERAL SUPPORT FOR MUSIC INDUSTRY DEVELOPMENT IN NORTHERN RIVERS
The North Coast Entertainment Industry Association (NCEIA) has received funding for a new Northern Rivers Music Industry Development Project developed in partnership with Arts Northern Rivers. Matched funding of $27,000 has been granted by the Federal Government's Regional Partnerships Program through the Department of Transport and Regional Services and by the NSW Department of State and Regional Development through a Developing Regional Resources grant. The funding will be used to plan and implement a strategic business and marketing plan for the Northern Rivers music industry - to sustain NCEIA and build on its strengths in providing avenues for professional development, opportunities for income generating activity, useful information, referrals and promotion for people working in the area. BATHURST COMMUNITY TV TO START BROADCASTING IN NOVEMBER
Warp TV is a newly formed digital media and community television group in Bathurst. The fledgling group - yet to be officially incorporated - takes its name from the year-old Warpstanza contemporary art space where it meets fortnightly. It has already recorded its first half-hour show, which features a lively 10-minute arts review segment and a doco on the local postie-bike races. Warp TV is positioning itself to apply for a UHF 31 free-to-air community TV transmission licence, but in the meantime will send programs to a new satellite community television service expected to start broadcasting in November. 'UPPING THE IMPACT OF ARTS RESEARCH' - AN ONLINE FORUM

An intriguing travelling exhibition from the Justice and Police Museum in Sydney at the Albury Regional Museum. Detectives once produced crime scene pictures with a style serving both the legal and scientific needs of the force and their own aesthetic interests. More often than not this resulted in intuitive and artistic work. The challenge of these images is that they can never tell a conclusive story, they can suggest but they can never prove. Sydney based sound artist Khaled Sabsabi is currently doing a six week residency at the Camden Head Pilot Station and brings to the Hastings a wealth of experience in sound and audio recording techniques in the area of Hip Hop music and the creation of unique soundscapes. Public workshops are being held on Thursday 7th October, 2-6pm at the Camden Head Pilot Station, and on Friday 15th October, 6pm-9.30pm in the Fair Trading Building (under the Civic Centre) in Port Macquarie. Cultural planning is a key tool for integrating cultural issues into the business of local government. As key cultural assets, museums, galleries and libraries have an important role to play in the development of cultural plans. NORTHERN RIVERS WRITERS MENTORSHIPS
The Northern Rivers Writers' Centre is currently making lists of writers and professional editors (both fiction and non fiction), who reside in the Northern Rivers. This register will soon be available to Centre members seeking a professional mentor to assist develop their work. To launch this program they are offering two scholarships for mentees. These will be ten hour mentorships at no cost to the mentee and the participants will be selected on merit of the manuscript - a 1 page expression of interest and CV. LIP MAGAZINE PROJECT: 2005 CALENDAR CALL FOR SUBMISSIONS
lip magazine is a non-profit, dynamic, creative, feminist publication which provides in-depth exploration of cultural, social, political and environmental issues affecting young women and seeks to showcase their varied and multiple voices. They are seeking creative submissions including both written (up to 500 words) and visual (photography, painting, drawing, sketching, graphic design) for their 2005 calendar. THE 4TH COMMONWEALTH FILM FESTIVAL
29 April - 8 May 2005, Manchester (UK)

Last year's Commonwealth Film Festival showcased over 250 films from 28 countries of the Commonwealth and welcomed over 100 foreign filmmakers and industry representatives to England. Festival organisers told Regional Arts NSW they would be thrilled to consider more Australian films for inclusion, aiming to give maximal exposure to the press, industry and public, with screenings, Q&A's, press interviews and parties at what is one of the largest showcases of Australian films in Europe. The festival takes over four screens in Manchester's city centre and includes a full program of discussions, seminars and master classes as well as networking events. TOURISM NSW REGIONAL FLAGSHIP EVENTS PROGRAM
Event organisers throughout NSW are urged to nominate their event for funding under this innovative tourism funding program. Regional events starting between January 1 and December 31 2005 are eligible for a one off grant of $10,000 to assist established tourism events. Three events will also be awarded $20,000 per annum for three years. The first stage of a two-part application process is to lodge an expression of interest. MY QUEER CAREER - GLBT FILM FESTIVAL
The 'My Queer Career' (MQC) Competition, which takes place during the Mardi Gras Film Festival, is the most highly regarded competition for short films in Australia for queer filmmakers. For the first time in 2005 Queer Screen is planning to curate a program of these works to tour Australia, in the form of a 'My Queer Career' Compilation DVD. Our aim is to establish MQC over the next three years and reach new audiences interstate and in regional areas. We want to bring the world of queer cinema to Gay, Lesbian, Bisexual and Transgender (GLBT) groups who would not normally have access to queer content in their regional communities. Queer Screen would assist by curating the program and providing support to publicise and organise the screenings. We are currently applying for funding and are keen to hear from Queer Groups and associations who believe that this tour could find an audience in their area. Planet Woman logoPlanet Woman is a powerful collaboration of female musicians from both sides of the world, from Celtic roots to Oceanic soul. Messepa Eruera, Ora Barlow and Maea Martin (Maori/Samoan) perform original and traditional songs from the Pacific featuring log drums, bass drums, ukelele, percussion, guitars and voices. UK based Lorraine Jordan and Gill Hunter (Ireland/Scotland) perform original Celtic-influenced songs with piano, accordion, bouzouki, tin whistle, guitar and voices. Together they have performed and ran workshops at WOMAD UK, Sidmouth Festival, Folkest Italy and Edinburgh Fringe Festival and toured Europe, Australia and New Zealand.
